America first heard the soulful sound of bagpipes over one hundred and fifty years ago when Scottish immigrants brought their instruments to America.

It was the time when the great potato famine caused a massive arrival of immigrants to the East Coast of the United States. As a result of the sudden increase in population, jobs were hard to find. So the immigrants took whatever work was available, which were typically positions that were dirty and/or dangerous. Firefighting and police work were two of the professions that no one wanted.

It’s a centuries-old tradition that Celtic people play bagpipes at funerals, weddings, wakes, and other events. Therefore, it stood to reason that when one of their own was killed in the line of duty, bagpipes were played at the funeral. The haunting tones provided a comforting touch of home and familiarity. The same is true today. The solemn sounds of bagpipe music at the funeral of a fallen first responder often sets in motion a flood of emotion and remembrance.

Today, bagpipes are a part of many funerals for the men and women of law enforcement who’ve died in the line of duty.

Riderless Horses

The tradition of a riderless horse, also called a caparisoned horse, leading police and military funerals is a centuries-old practice. A pair of backward-facing boots in the stirrups represents a fallen hero looking back towards the living/his or her troops for the last time.

Abraham Lincoln was the first President to be officially honored by a caparisoned horse. The animal, Old Bob, was  President Lincoln’s personal horse. George Washington’s personal horse was led in the funeral with the president’s saddle, holsters and pistols in place, but no boots.

A Morgan/American Quarter Horse cross called Blackjack was the caparisoned horse in more than 1,000 Armed Forces Full Honor Funerals, as well as the funerals of presidents John F. Kennedy, Herbert Hoover, Lyndon B. Johnson, and Army General Douglas MacArthur. When Black Jack passed away he was buried with full U.S. Military Honors, is one of only two horses in U.S. history to receive such honors in recognition of his loyal service.


Line of Duty Deaths

Since 1786, more than 22,000 U.S. law enforcement officers have died in the line of duty.

2021 – 26 line of duty deaths. 12 due to COVID.

2020 – 328 line of duty deaths. 210 due to COVID. 45 by gunfire.

2019 – 148 line of duty deaths. 50 by gunfire.

2018 – 185 line of duty deaths. 52 by gunfire.

2017 – 185 line of duty deaths. 45 by gunfire.

 

When Felicity Huffman and Lori Loughlin were sentenced to relatively short sentences as a result of a college admissions scandal. Both women served their time at FCI Dublin, a federal prison in Dublin, Ca. located 25 miles east of San Francisco. The Federal Correctional Institution, Dublin (FCI Dublin) is a low-security prison for female inmates. The facility also has an adjacent satellite prison camp housing minimum-security female offenders.

Huffman, bless her heart, barely had time to blink, have a shower, and enjoy fine prison dining before her time was up and she was back at home (11 days).

Loughlin, though, had to do hard time, counting the days one by one until she would once again be a free woman. I’m sure returning to society after serving her grueling two-month sentence was an eye-opening experience as it is for others who serve long sentences behind bars—the world had changed, planes now fly around the world, we have cell phones and microwaves and color TV.

However, no matter how short the sentence, prison policy and procedure remain the same for all. It’s a regimented system that helps maintain tight control over inmates, even the prisoners whose lifestyles on the outside are gold-plated. Once someone enters “the system” they become part of the prison population. They’re no longer movie stars, bankers, doctors, lawyers, truck drivers, or drug dealers. They’re simple another inmate who’s known by their last name and register number.

Here’s a sample of what life is like at FCI Dublin

  • Upon arrival at Dublin, inmates are taken to the Receiving and Discharge (R&D) area for processing and clearance by the Medical and Unit Staff.
  • If cleared, new inmates are housed in the Admission and Orientation (A&O) sections of the Housing Unit.
  • Within 28 days of arrival, inmates will participate in the Admissions and Orientation Program. However, if the physical screening indicates an individual has medical needs, they’re housed in the Special Housing Unit (SHU, AKA “the hole”) and are not released to the general population (GP) until the Staff Physician clears them for housing with other inmates.
  • A Counselor and Case Manager is assigned to each inmate.
  • Each inmate is expected to work within their assigned unit when asked to do so by the Unit Officer.
  • Beds must be made by 6:30 a.m. daily, except for weekends and holidays.
  • Unit Orientation is conducted by the Unit Team within seven (7) days of the inmate’s arrival.

“A Unit is a self-contained inmate living area which includes both housing sections and office space for Unit Staff. Each Unit is staffed by a Unit team directly responsible for those inmates living in the Unit. The Unit Staff offices are located in the Units, so staff and inmates can be accessible to each other. The Unit Staff includes a Unit Manager, two (2) Case Managers, two (2) Correctional Counselors and one (1) Unit Secretary. When available, the Staff Psychologist, Education Advisor and Unit Officer will sit in on a Unit Team meeting and be considered a part of the Unit Team.” Federal Bureau of Prisons

  • After completing the orientation program, approved inmates will move into general population.

Rules, Rules and More Rules!

  • Inmates are not authorized to be in any area which is less than ten (10) feet from the perimeter fence.
  •  Entrances to housing units are “Out of Bounds” to inmates who do not reside in a particular unit. Out of Bounds infractions could result in disciplinary action.
  • Clothing is issued by the facility and is marked with the inmate’s name and Register Number.
  • Official inmate attire must be worn while at work and during weekday breakfast and lunch meals. Inmates who alter institution clothing (cutting off sleeves or pant legs, etc.) are subject to disciplinary action and will be required to pay for damages. Blouses must be buttoned at all times, minus the top button.
  • Sexual relationships between inmates are prohibited.
  • Inmates must dress in an unprovocative fashion.
  • Boots must be worn while in uniform.
  • Pregnant inmates may be approved by Health Services to wear a jumper during their pregnancy.
  • No hand holding or other physical contact between inmates.
  • Each inmate is responsible for sweeping and mopping her personal living area.
  • Lockers must be neatly arranged inside and out. Inmates may have one completed hobby craft item in their room—oil painting, leather craft, ceramics, etc., and one project in progress. Additional completed projects must be sent home at the inmate’s expense.
  • Inmates are not permitted to possess cash or coins.
  • Inmates may not retain Polaroid photos.
  • Sun bathing is prohibited.
  • Haircuts and hair dye are only permitted in the designated Beauty Shop.
  • Inmates are not permitted to go outside when heavy fog is present.
  • If any person desires to send money to be placed on an inmate’s account, they must send it in the form of a U.S. Postal Money Order. Checks, cash, letters, pictures, etc., may not be included in the envelope.
  • Inmates must present their photo identification/inmate account card to shop at the commissary.
  • Inmates may shop only once per week.
  • Large dollar items (radios, sneakers, watches, etc.) are available for purchase – Special Purchase (SPOs).
  • Inmates are limited to spending $320.00 dollars per month no matter how much money is in their account. Inmates refer to the funds in their accounts as “money on the books.” “I only have three dollars on the books. I sure will be glad when my mom sends me more money.”
  • All inmates are to be in full uniform with beds made and the room ready for inspection by 6:30 a.m. each workday. On the weekends, beds will be made prior to the 10:00 a.m. count.
  • Counts are held at 12:00 a.m., 2:00 a.m., 4:30 a.m., 4:00 p.m., and 9:00 p.m. There is an additional count on weekends and holidays at 10:00 a.m. Inmates are required to stand during the 4:00 p.m. and 9:00 p.m. counts. Special counts may be called at any time. Inmates are not permitted to talk or move during count times.
  • All inmates are subject to mandatory random drug testing. Refusal results in severe disciplinary action.

Time to Work!

  • All medically cleared inmates are required to work. Jobs include orderly duties (cleaning, etc.), library clerk, landscaping—mowing, weeding, and more. FCI Dublin operates a Call Center where inmates are properly trained to process incoming phone calls for directory assistance. They’re taught to accurately and efficiently use a computer, as well customer service, sales, and telephone manners and techniques.
  • The Food Service Program provides on the job training which includes menu planning, budgeting, procurement, preparation, serving and sanitation. Inmate work assignments in Food Prep include clerical work, cooking, baking, meat cutting, salad preparation, and dish washing.
  • General wake-up time for all inmates is 5:00 a.m.

Weekday schedule

Breakfast – 5:30 a.m. to 6:15 a.m.
Brunch – 10:45 a.m. to 12:00 p.m.
Dinner – Units rotated after the 4:00 p.m. Official Count (Unit A at 4:15, Unit B at 4:30, Unit C at 4:45 etc.).

Weekend schedule

Breakfast – 6:30 a.m .to 7:15 a.m.
Brunch – 11:00 a.m .to 12:00 p.m.
Dinner – Units rotated after the 4:00pm Official Count.

  • Visiting hours are – Saturday, Sunday, and Federal Holidays 8:00 a.m. to 2:00 p.m.
  • Any inmate who cannot provide proof of a high school diploma or GED certificate within 60 days of arrival will be enrolled in the GED program. MANDATORY attendance is required until the inmate has achieved a GED certificate.

Leisure libraries offer a variety of reading materials, such as  fiction, non-fiction, reference books, and periodicals and newspapers. Federal institutions also participate in an interlibrary loan program with local, state, and college libraries.

Special Activities may include inter-unit holiday tournaments, bingo, and ping-pong.

Early Release

The Violent Crime Control and Law Enforcement Act of 1994 allows the BOP to grant a non-violent inmate up to 1 year off her or her term of imprisonment for successful completion of the residential drug abuse treatment program. If drugs are not a proven part of an inmate’s background they are not eligible for the program.

Job Training for Women

FCI Dublin offers programs to assist in preparing women for non-traditional jobs, such as auto mechanics, electricians, plumbers, forklift operators, propane tank filling, and painters.

Several programs are available for female inmates who have a history of physical and/or sexual abuse and/or traumatic life events

In-house mental health programs are designed to help inmates with severe emotional, cognitive, and behavioral problems.

 

It’s certainly no secret that jail and prison food can be absolutely disgusting. Therefore, it is also no surprise when prisoners take it upon themselves to upgrade the quality of their daily cuisine.

They do so by using items purchased from the commissary, a few ingredients stolen from the kitchen (kitchen workers earn extra money by pilfering food to sell to fellow inmates), from prison/jail gardens and, if they’re lucky, someone smuggles something in from the outside that’s really good, such as real meat.

By the way, most of the food items smuggled from the kitchen are concealed inside the pants of the workers. Officers often tend to skip the crotch area when conducting pat-downs, so yes, that delicious piece of leftover cake or chicken breast was once, well … right “there.” Yum …

Prison culinary pros use only the best of cooking tools, such as a sharpened vegetable can lid (one edge folded over for safe gripping), used for slicing, dicing, and chopping. Lids are honed to a fine edge by rubbing across a concrete surface. They’re actually quite sharp, sharp enough to glide through a tomato with ease. They’re also sharp enough to slice human flesh with equal ease.

Plastic garbage bags can be used for steaming and boiling, and in place of microwavable bowls.

Most commissaries sell microwavable bowls but some prisoners cannot afford such luxuries, so they cut 4-6 inches off the bottom of a plastic bucket and it serves nicely as a microwavable cooking bowl.

Five gallon bucket bottoms of various heights and depths make excellent pots for cooking stews, soups, and pasta, as well as being utilized as nice serving containers for large groups—birthday, holiday, or Super Bowl and “release eve” parties.

An 8″-10″ bucket bottom with multiple holes drilled through are fantastic colanders. For an even better product, simply cut a slot on each side to serve as handles to prevent the burning and steaming of fingers.

If the facility does not provide microwaves or, if you’re confined to a cell without access to a microwave, well, you’ll have to be a bit more creative, such as perhaps using a stinger to generate heat.

A stinger is a device made from electrical wire and two metal objects, such as razor blades, spoons, forks, or even parts from fingernail clippers.

So, what sort of dishes are concocted from these piecemeal ingredients and crude cookware? Well, for starters …

Jailhouse Tamales

Ingredients

  • One bag of plain corn chips
  • One bag of spicy hot chips – Cheetos, Doritos, etc.,
  • Hot water – (only the amount needed to transform mixture into a thick mush/paste)
  • Hot sauce

Directions

  1. Place all chips into one chip bag
  2. Mash/crush/pulverize the chips
  3. Add just enough hot water to transform mixture into a thick mush/paste
  4. Knead mixture well
  5. Drain excess water, if any
  6. With mixture/dough still inside chip bag, mold into shape of a tamale
  7. Let “tamale” “cook” (let it stand for 5 minutes or so).
  8. Remove tamale and top with hot sauce
  9. Enjoy

Spicy Tuna Surprise

Ingredients

  • One can of tuna
  • A hunk of stolen kitchen cheese
  • One package of Ramen noodles (flavor is optional)
  • Jalapeños – stolen from kitchen, jail garden, or purchased from commissary

Directions

  1. Break noodles into smaller pieces
  2. Cook noodles per package instructions (add hot water heated with stinger)
  3. Drain tuna and then place it into a bowl
  4. Top tuna with jalapeño slices/wheels
  5. Add cheese crumbles or slices
  6. Mix seasoning packet into steaming hot noodles
  7. Top dish with prepared noodles
  8. When cheese has melted to desired consistency … enjoy

The Spread

Serving large groups—parties, social gatherings, etc. By the way, it’s a sign of respect to invite someone to join in on a spread.

Ingredients

  • Top Ramen Soup (one package per guest)
  • The kitchen sink – whatever you want to add—tuna, corn chips, chicken pieces, summer sausage, popcorn, etc.

Directions

  1. Place noodles and spice mixes inside a plastic garbage bag
  2. Add any and all other ingredients of your choosing (see list above). Be creative
  3. Add enough hot water to “cook” the entire dish into the consistency of a casserole.
  4. Tightly close the garbage bag and allow mixture to “cook”
  5. When done, cover a tabletop with a newspaper or similar item and “spread out the ingredients.”
  6. Everyone uses a spoon to dig in and share this delicious “spread.”

Sweet and Sour Pork

This one is basically disgusting. It’s made by combining pork rinds, the kind sold in bags like chips and Cheetos, with a sauce made from jelly, Kool Aid, and one Top Ramen seasoning packet. Yum.

Potstickers

Ingredients:

  • Elbow macaroni
  • Mixed vegetables
  • Butter
  • Hot sauce
  • Salt

Directions

Before preparation can begin, the cook must shop for the ingredients needed to make this delicious dish. Acquiring the goods involves either stealing the macaroni, vegetables, and butter from the chow hall, or to have someone who works in the kitchen steal the items. Of course, if a fellow inmates steals for someone else they’ll expect something in return. This could be an invitation to share the prepared meal, a trade of stolen goods for another item such as soup, cakes, tuna packets, stamps (prison currency – see note at bottom of article). Or, reimbursement could come in the form of a service, such as shoe shines, laundering clothes, a haircut, artwork to send home and, well, the list is practically endless. Like the cake smuggled from the dining hall, these and other items are often concealed inside the inmates’ pants.

  • Okay, with the ingredients in hand, the jailhouse culinary artist boils macaroni in the unit microwave, overcooking it until it reaches mushy consistency
  • Roll pasta into little balls
  • Use thumb to flatten the centers of each pasta ball, creating small dumpling pockets.
  • Fill the dumplings with vegetables, hot sauce, and soy sauce
  • Seal each dumpling by smooshing the gooey pasta mix over the vegetable mix until they’re encased
  • Brush each dumpling with melted butter,.
  • Toast the dumplings

*Toasting is accomplished by wrapping food in paper and then place next to hot pipes. Or, when hot plumbing isn’t available, by using a homemade toilet paper oven where a rolled TP cylinder is set on fire. The inside of the “oven” burns first which generates a more intense heat that’s perfect for cooking and toasting.

Note: Inmates are not permitted to take food from the dining hall. 

Dessert – Homemade Convict Cake

Ingredients

Oreos

Peanut butter

M&Ms

Water (as needed)

 

Directions

  • Start by disassembling the Oreo cookies, then scrape off the white center goo, setting it aside for later use.
  • Next, crush the chocolate cookies into tiny particles. The smaller the better.
  • Mix the cookie dust with water until it transforms into a a paste-like consistency
  • Mold the “dough” into cake layers.
  • Spread the leftover white gunk across the top of the cake. It is the “icing on the cake.”

Peanut butter may be substituted for the Oreo white stuff. Or, the two may be used together.

  • Top the cake with M&Ms.

Just like Mom used to make!

Postage Stamps as Prisoner Currency

United States postage stamps are the universal currency in most prisons. Inmates use them to purchase goods and services just as the folks on the outside use actual dollars. For example, in prison the value of a single stamp (not so long ago) had a value of $.50. Therefore: if the inmate who stole the ingredients to make the potstickers mention above charged $1.50 (a high price, by the way) for the pasta and vegetables, then the prisoner who received the goods would handover three stamps for the service provided. Inflation (increases in stamp prices) may have caused a slight price jump.

Other items could be used as currency, too, such as Ramen Noodles.

By the way, inmates are limited to a certain number of stamps. The rules, however, do not stop them from stockpiling and hiding their “currency.”

The Federal Bureau of Prisons (BOP) policy “limits the quantity of the sale for various items per Commissary visit, such as the equivalent of one (1) book of postage stamps per sale. Inmates may have no more than the equivalent of 40 1st Class stamps in their possession at any time.” If caught with more than the allowable number of stamps the inmate would be subject to disciplinary actions (loss of commissary, phone privileges, visitation, etc.).

Final words

The transition from working the streets as a patrol officer to the coat and tie sleuthing of a police detective can be somewhat of an eye-opener. While definitely closely related, the two jobs differ.

Patrol officers are typically responsible for responding to crimes that have either recently occurred or are in progress. Detectives are usually called upon to investigate crimes and crime scenes, those encountered by patrol officers, and sometimes medical examiners or coroners. Of course, it’s not at all unusual for cases to arise from reports by citizens, or as the result of information gained while investigating an altogether different crime.

For example, while collecting evidence at the murder scene of a low level drug dealer, detectives discover a large stash of stolen guns, and cash stained with the red dye used by banks to help track bank robbers. Fingerprints on many of the guns belong to four known criminals, two of which have served time for bank robberies. As a result, detectives are able to solve a couple of major cases in addition to the homicide, the original case.

As a patrol officer, much of the initial work is conducted in a rush due to the immediate need to focus on and react to action-based events as they unfold—the then and now. Detectives, on the other hand, examine a much broader perspective once the “heat of the moment” has cooled to a slower pace. Ordinarily, investigators have the time to map out a solid plan of action and to organize that process.

This, the sudden shift from patrol to investigations, can sometimes be a bit difficult. It’s tough to slow your pace when all you’ve known is to work at a rapid, adrenaline-fueled clip day-in and day-out. It’s lights and sirens and speed and struggling with combative suspects, car chases, and shootouts, to an immediate slowdown. It’s a shock to the mind and body.

No more rushing to he-said she-said calls. No more traffic summons to write. No more barking dogs or loud music complaints. And No More Graveyard Shifts!

Even the paperwork involved in the two duties differs. Patrol officers complete many simple “fill in the blanks” forms—speeding tickets, breath tests, incident reports, etc.—and perhaps anywhere from a brief paragraph to a page or two of narrative explaining the details of the calls to which they’ve responded during their shifts. And, of course, the notes they’ll use for court testimony and to brief detectives who’ll further investigate major crimes.

In contrast, the amount of paperwork required of detectives can sometimes involve case notes chronicling criminal activity and evidence for periods of a year or more. Detectives are also responsible for composing affidavits and search warrants.

A savvy detective examines ALL pertinent evidence. They’ll brainstorm with other detectives. They’ll question everyone who may be able to shed even a sliver of light on the case. And they document EVERYTHING, and then check and double-check to be sure that no stone is left unturned.

Little by little detectives chisel and whittle away at a case until all the unnecessary and irrelevant bits are out of the way. Then, all that remains is the name of the perpetrator. It’s sort of like pouring all evidence into a large funnel where it swirls and twirls around until it reaches the bottom where out pops your suspect, ready for handcuffing. Obviously crime-solving is not that simple, but the analogy sort of fits.

 

 

My publisher once posted an excerpt from my book about police procedure. The segment is about my thoughts on becoming an investigator, the intro to the chapter devoted to detectives.

I thought it might be fun to share it with those of you who haven’t read the book. Those of you who have read the book, well, we can chat about something else while the others are reading.

From Chapter Four:

Detectives usually begin their careers as uniformed police officers who work their way up the chain of command, striving to obtain either the position of a uniformed supervisor or move into what some officers think of as the ultimate police job – a detective.

How an officer becomes a detective varies with each individual department. Some departments offer the position as a promotion. These departments post the vacant position and officers apply and test for the job, and the most qualified person receives the advancement. Promotions, or assignments to a detective division, aren’t normally awarded to officers until they’ve completed at least five years of service. Other departments take the rivalry between uniformed officers and the plainclothes detectives into account and simply assign officers to a detective’s position on a rotating basis, which allows every officer a turn as an investigator.

A detective is responsible for the investigation of both misdemeanor and felony crimes. How each department carries out these investigations depends upon the size of the department. Some departments are large enough to have detectives who specialize in certain areas such as credit card fraud, homicide, juvenile crime, arson, narcotics, rape, vice, etc. (We’ll look at some of these areas in greater detail later in the chapter.) Detectives sometimes work in several specialized areas before finding one they like. Once they do, they usually make that area their permanent assignment.

Other departments have only a couple of detectives for the entire agency – if any. In some rural departments where manpower is limited, patrol officers serve as first responders, evidence technicians, and investigators. There are advantages to each situation. The specialized detective becomes very skilled at his particular craft, whereas a detective or patrol officer in a smaller department has the opportunity, out of necessity, to work all kinds of cases.

No matter what the assignment, the duties are the same. Detectives are investigators who gather facts and collect evidence in criminal cases. They conduct interviews and interrogations, examine records and documents, observe the activities of suspects, and participate in and conduct raids or arrests. A detective is usually charged with applying for and obtaining search warrants. To accomplish these tasks effectively, detectives are trained with a more diverse approach than patrol officers.

Both detectives and patrol officers are required to attend, at minimum, semiannual in-service training to stay abreast of new laws and procedures. In addition to the in-service training, a detective’s education must be endlessly updated, and his base of knowledge must be constantly expanded. Criminals are continually developing new ideas and methods to get around the law, and the detective has to make every effort to stay one step ahead of them.

Modern criminals are more highly educated than offenders of the past, and today’s crooks rehearse and practice every aspect of their craft, like actors studying for a Broadway production. The thugs even hone their shooting skills. I was once searching the trunk of a drug dealer’s vehicle and found an automatic weapon, several rounds of ammunition, and a police silhouette target. The center of the target was filled with bullet holes, and Lee Lofland was written above the head. That was an eye-opener.

There are many new ways to fight crime in today’s computer and technology age, but nothing can compare to the old-fashioned method of the detective getting out and beating the streets for information and clues.

The image of the detective has changed as well. It has evolved from the trench-coat-wearing sleuth to a more stylishly dressed investigator. That image possibly reflects a larger clothing allowance than was once provided by departments. I think, years ago, I wore the long coat not because I was cold, but to cover my outdated cheap suits. All my sport coats had torn linings from years of friction caused by my gun’s hammer constantly rubbing against the fabric. When I began my career, the pay was around 8,400 dollars annually, with no clothing allowance. Also in those days, we had to buy our own guns, handcuffs, flashlights, raincoats, ticket books, and shoes. Oh yeah, and bullets. If we thought we might need them, we purchased a handful of those as well.

Today, all expenses are paid by the officer’s department, including clothing allowances for undercover officers who sometimes must wear really unusual clothing in order to blend in with their working environment.

A case begins with the commission of a crime. Uniformed patrol officers are often the first officers on the scene, and they gather the pertinent information-the who, what, where, why, when, and how, if available. It’s the duty of the uniformed patrol officer to secure the scene until a detective or the officer in charge relieves him. The officer who gathers the information later passes it on to the detective assigned to the case. Cases are usually assigned on a rotating basis, or a detective can be assigned to a particular case based on her particular knowledge and skills that relate to the offense. Once assigned to a case, a detective will follow it through until the case has been solved and the suspect is tried and convicted. The detective may use other officers to assist in the investigation, but the case will remain in her charge.

Fact gathering is a must in police work. Detectives can only relate specific details in a court of law and may not offer opinion, as a rule, for testimony. However, during the investigation, gut feelings and instinct play a large role in the detective’s search for information. Years of experience can be, and often are, the most formidable tool in the detective’s arsenal.

IN THE LINE OF DUTY: ON BECOMING A DETECTIVE

Note: These In The Line Of Duty headings appear a few times throughout the book. They’re my real-life reflections of something that actually happened to me while I was on the job.

When I raised my right hand to take the oath to serve my state and my country, I felt a lump rise in my throat. It was such an honor and a thrill to finally be sworn in as a police officer. The feeling of putting on a uniform and pinning a shiny, silver badge to my chest was one of the greatest moments of my life. When the day finally arrived, though, to transition from a uniformed officer to a plainclothes detective, I couldn’t wait to trade the uniform for a new suit and to hook a new, gold badge on my belt. After all, my childhood dream was to become an investigator, and I could finally wear cotton again instead of double-knit polyester shirts with fake buttons that zipped up the front and pants that retained enough heat to bake bread. (Of course, that cool stripe down the leg offset all negatives!)

I turned in my marked patrol vehicle and received my first department-issued, unmarked car. It was an old, beat-up Chevrolet Caprice, a car I write about fondly in my books and stories. The car was midnight blue, several years old, and would reach its top speed of eighty-five miles per hour only after going downhill for about three miles. I didn’t care. It was mine. I washed it, cleaned the tires and wheels, and put my things-a fishing-tackle box filled with fingerprint equipment, a shotgun with an eighteen-inch barrel, extra ammo, hand cleaner, paper towels, and a roll of crime scene tape-into the trunk. I’d get more tools later as I figured out what I needed. For now, I was ready for my first case.

In my early days as a patrol officer, I looked on with envy as the detectives came in and took over my cases after I’d done the dirty work. They were the guys getting their pictures in the newspapers and getting all the glory for doing nothing … or so I thought. It took just a few months of being a detective to dream of an eight-hour shift, like the old days, instead of a twenty-hour day, and of not being called out in the middle of the night, every night! The thought had never occurred to me that it would be irritating to have newspaper reporters snapping photos of me while I struggled to hold in my lunch at a gruesome homicide scene, or that reporters would write things in the paper I didn’t say or leave out the important things I did say.

Nobody teaches you how alienated you become from your old co-workers, the boys in blue, once you become a detective. Uniformed officers sometimes feel a bit of jealousy toward detectives, and detectives sometimes experience a bit of an unjustified superiority complex toward uniformed officers. It’s a rivalry that’s always been in place and probably always will be.

Nobody explains the many hours you’ll spend sitting in the woods, or in the bushes, with hungry mosquitoes and spiders and snakes, or in the rain or snow, watching suspects in your attempts to build cases. Nobody tells you how it feels to work undercover and to walk into the middle of a drug deal, unarmed and without a radio. Nobody describes how it feels to be shot at, spit on, beat up, kicked, scratched, stabbed, cut, knocked down, punched, and pepper sprayed (with your own pepper
spray), all the while wearing a suit.

Yes, I was finally a detective and it was absolutely … glorious!

Nearly all crime novels feature a muscle-bound, sharpshooting, fast-driving, marathon-running, cool-as-the-center-seed of-a-cucumber detective? What is it about the suit-wearing investigators that attracts a writer’s attention? After all, detectives are often the last officers to see any real action.

Police investigators are rarely in shootouts. They hardly ever chase fleeing suspects. In fact, their job is pretty mundane—see a body, collect some evidence, send evidence to a lab, talk to a few people, evidence results return from the lab in the morning mail, get a warrant, arrest the suspect (or have a uniform pick him up), testify in court, and then start all over again. Oh, and paperwork, paperwork, paperwork! Lots of mind-numbing paperwork.

Many detectives have been on the job for years and years, doing not much more than the above, and it’s this lack of activity that sometimes takes its toll in the form of flabby muscles, poor shooting skills, slow reaction times, couldn’t run if they wanted to (and they don’t), and yes, as more time passes by, even hot flashes, crappy eyesight and hearing, and bad backs, knees, and hips.

Writers are actually going about this thing all wrong. Bass-ackward, as some of the old-timers on my old beat used to say.

Patrol officers are the men and women who see all the excitement—going toe-to-toe with 350 lb. musclebound crooks who refuse to be handcuffed, shooting it out with armed robbers, 110 mph vehicle pursuits, chasing armed robbers through dark alleys, being bitten by dogs, removing unwanted 20-foot-long pythons from beneath mobile homes, rescuing people from burning cars and buildings, performing CPR on unconscious and unresponsive drug addicts, climbing in windows after burglary suspects, capturing prison escapees, wading into a street filled with drug dealers, gang members, and prostitutes, and rescuing tiny puppies and kittens from storm drains and frozen ponds. Now there’s the complete package—excitement and action along with a tender side. And who doesn’t love puppies and kittens, right?

So let’s explore this concept a bit further. Lots of people are attracted to fit men and women in uniform, right?

But how many people could possibly be attracted to detectives who wear rumpled, out-of-style suits and scruffy facial hair? For example …

Ridiculous to even consider, right?

Patrol officers hit the gym regularly so they can match muscle-for-muscle with the thugs they arrest on a daily basis. Detectives, well, they sometimes drive by a gym or two while on the way to their colorectal pre-surgery appointments.

Patrol officers hone their skills every single day. They’re out there in the trenches, staying sharp, looking sharp, and acting sharp.

Investigators start their day in their offices, drinking a cup of coffee while solving the daily crossword puzzle, using a pencil crudely sharpened with the pocketknives they carry for peeling apples and cutting loose threads from their suit jackets.

Uniformed officers are the front line officers, the “faces of the department.” Therefore, their hair is neatly trimmed, clothing neatly pressed, and shoes shined to glossy perfection.

Detectives are often seen wearing t-shirts, old jeans, and sneakers. And the last time they saw a set of hair clippers was the day they spent an entire morning grooming the family Lhasa Apso.

Patrol officers stare into the face of danger. Detectives work “undercover.”

Patrol officers fight crime. Detectives wait until the danger is over before “going in.”

Patrol officers rush into active crime scenes to save the victims. Detectives serve search warrants in the middle of the night, hoping to catch the bad guys while they’re sleeping.

So give this a little thought when you sit down to dream up a character for your next thriller. Do you go with bass-ackward tradition, or will your tale face a new direction?

Besides, who do you want saving your puppies, a super-fit, handsome patrol officer …

Final words

There’s more to locking up offenders than simply providing a place to sleep, two or three meals per day, and making certain those who are incarcerated remain behind bars until they’ve either served their time or a court sets them free. Jails are, among many other things, responsible for an inmate’s medical care during their periods of incarceration.

The U.S. incarcerates a staggering number of men and women each year, over 10 million if you’d like to place a figure on the number of people who enter “the system.” And, what many people aren’t aware of is that approximately half of all people who find themselves on the wrong side of the bars have some sort of serious chronic health condition. 64% suffer from mental illness. And nearly 3/4 of our nations jail’s population has a history of substance abuse.

Due to cultural, financial, and other issues, jail inmates are more susceptible to infectious diseases than people in the general population. They’re prone to sexually transmitted diseases and hepatitis. They’re more likely to suffer from cancer, blood pressure issues, conditions that cause strokes and heart disease.

Since jails have invariably become the destination for so many offenders who are ill, well, it is the taxpayer who must pay their medical expenses. This is a cost that’s expected to rise at an approximate rate of 5.5% over the next five years.

Therefore, some sheriff’s offices (sheriff’s are responsible for maintaining most county jails in the U.S.) are turning to healthcare insurance plans for their inmate populations.

Catastrophic Inmate Medical Insurance (CIMI), for example, is a policy that covers both arrestees and prisoners who require medical treatment when they’re away from jail facilities. Examples include injuries that occur prior apprehension of a suspect, and for those who may be taken directly to the hospital rather than the jail (injuries received during arrests—K-9 bites, falls, lacerations, etc.). CIMI has been around since at least as early as 1996, so this is not a new program.

Does your latest tall tale feature a beginning, middle, and end? How about characters, setting, and dialog? Have you been especially creative by inserting lots of sentences composed of various words with various meanings? Do you know the difference between a police chief and a sheriff? Are you aware that the FBI does not typically investigate local murder cases, that it is the duty of local police to solve those crimes?

If you answered yes to each of the above questions, well, you’ve taken a few of the appropriate first steps toward accurately writing about cops, crime, and crooks.

So, you conduct tons of research by visiting online websites and by participating in your local citizen’s police academy, and those are fantastic resources. But have you considered going the extra mile by spending a bit of extra research time to develop ways to activate the senses of your readers? After all, using the senses is a huge key to the success of showing, not telling. And the use of the senses creates an important emotional connection between the story and the reader.

How does a writer create scenes that ignite a reader’s senses of touch, taste, hearing, smell, and sight? Well, for starters, they should call on past life experiences and then translate those experiences into dynamic descriptive words and phrases. However, when describing mood, setting, to emphasize a point in dialogue, etc., writers should avoid using an abundance of clunky “ly” words.

Words ending in “ly” are often clunky and clumsy

Words ending in “ly” are often redundant and quite frankly, unnecessary. They can slow the reader and are often so jarring they could stop the flow of the story. Is it possible to draw on personal experiences and then to write those powerful scenes without the use of “ly” words? Well, let’s check in with a few top storytellers.

For example …

Patricia Cornwall didn’t invent rain, leaves, or playing fields, but she obviously drew on her memories to create the passage below. It’s a simple scene, but it’s a scene I can easily picture in my mind as I read. I hear the rain and I feel the cool dampness of the asphalt, grass, and tile roof. The writing also conjures up images of raindrops slaloming down windowpanes, and rushing water sweeping the streets clean of debris. The splashing and buzzing sound of car tires pushing across water-covered roadways. And she accomplished the imagery without using a single “ly” word.

 “It was raining in Richmond on Friday, June 6. The relentless downpour, which began at dawn, beat the lilies to naked stalks, and blacktop and sidewalks were littered with leaves. There were small rivers in the streets, and newborn ponds on playing fields and lawns. I went to sleep to the sound of water drumming on the slate roof…” ~ Patricia Cornwell, Post Mortem.

Sandra Brown takes us on brief “no “ly word” journey through a pasture on a hot day. We know it’s hot because of the insect activity. We also know the heat of the day increases the intensity of the odor of horse manure. And, Brown effectively makes us all want to help Jack watch where he steps.

“Jack crossed the yard and went through a gate, then walked past a large barn and a corral where several horses were eating hay from a trough and whisking flies with their tails. Beyond the corral he opened the gate into a pasture, where he kept on the lookout for cow chips as he moved through the grass.” ~ Sandra Brown, Unspeakable.


Here’s a decent rule of thumb – Write the scene and then remove all unnecessary flowery words, especially those that end in “ly.”

Too many “ly” words are often difficult for readers to take in. Besides, they can slow the story and do nothing to further it.


Lee Child is a master when it comes to describing a scene with few words. Here’s a fun exercise. Count the number of times Child uses an “ly” word in the text below. Then consider whether or not you would have used unnecessary “ly” words had you written this scene? Aha! Perhaps it’s time to step away from using clunky words.

“The bar was a token affair built across the corner of the room. It made a neat sharp triangle about seven or eight feet on a side. It was not really a bar in the sense that anybody was going to sit there and drink anything. It was just a focal point. It was somewhere to keep the liquor bottles. They were crowded three-deep on glass shelves in front of sandblasted mirrors. The register and credit card machine were on the bottom shelf.” ~ Lee Child, Running Blind.


Another example of effectively and masterfully projecting an image into a reader’s mind comes from James Lee Burke. Short. Sweet. And tremendously effective.

“Ida wore a pink skirt and a white blouse with lace on the collar; her arms and the top of her chest were powdered with strawberry freckles.” ~ James Lee Burke, Crusader’s Cross.

Okay, what does all of this have to do with writing about cops, you ask? Well, in the passages above, the authors created a micro world by using a few, but extremely powerful and carefully chosen words. And it’s obvious to the reader that each of the writers called upon their own experiences to write those scenes. They’ve been there and done that, and their imaginations have conjured up memories of things they’ve seen, touched, tasted, heard, and smelled. And all without the use of words ending in “ly.” Just simple, clunk-free writing.

Cops live and work in a unique world that’s generally not accessible to the average person, including writers. They experience things that most only read about or see on TV news reports. And that brings us full circle. How can a writer effectively write, and activate a reader’s senses, about something they’ve only read about or heard second and third hand from someone reading to them, word-for-word from a teleprompter?

I think Joseph Wambaugh, one of the best cop-writers of our time, offers a brilliant guideline to follow when writing cops. Wambaugh said, “The best crime stories are not about how cops work on cases. They’re about how cases work on cops.”

Paste Wambaugh’s quote near your computer. Glance it as you write. Keep it in mind while developing law enforcement characters and scenes.

Everyone likes to think their hometowns are the quintessential storybook villages from days long ago, back when we left our front doors unlocked and the car keys in the ignitions of the cars parked in our driveways. The times when kids walked to school, unafraid of perverts perusing the neighborhood. The days when the TV repairman came to your house to fix your set while you were away at work. He let himself in and locked up when he left.

Those were the days before school shootings and prior to the epidemic of human trafficking we see today. They were also the days way back when police recruits thought their towns and counties and states belonged to the Sweet-As-Apple-Pie Club, an organization consisting of towns and cities whose residents are clueless about the goings-on in their beloved “AnyTowns, USA.”

Drug dealers? In our town? No way! Murderers, rapists, robbers, and terrorists? Abso-freakin’-lutely no way! Not in our town.

Sure, we read the paper, but the bad guys who broke into old man Johnson’s house and killed him and stole all his prized collectible Elvis plates, well, they must’ve traveled here from another town.

However, it doesn’t take the police recruits—rookies—very long at all to learn that their sweet little towns are often hotbeds of rampant crime. Why, there are actual drug dealers who live down the street from dear innocent Aunt Ida. The hoodlums sell their wares—crack cocaine, meth, and weed—smack dab in the middle of the street. They shoot guns and they stab people and they rob and rape and steal.

There’s even a couple of gangs who rule most of the west side of town, and another on the east. The emergency room is busy with overdoses, wounded druggies, and cab drivers who were robbed at knifepoint. Gunshot victims and victims of sexual assaults. Shooting victims. Battered children and spouses. All of this from the onset of darkness until the sun returns to push away the night.

A rookie’s first few shifts are eye-openers. Who knew Mr. Perkins, the bank president, drank moonshine and beat on Erline, his loving wife of 30 years. And Mrs. Listickenpick, a chronic shoplifter? Why? She and her husband have more money than all the gold in Fort Knox. Then there are the drug addicts. Went to school with half of them. Embezzlers, nurses addicted to pills, doctors who prescribe drugs for their friends. Fights and arson and drunk drivers. Cop haters and school shooters. Pedophiles and stalkers. Killers who have no respect for human life. Baby beaters. Animal abusers.

Yes, these folks live in our towns. Our sleepy little villages where, in our naïve minds, crime doesn’t exist. But it does. They, the bad guys, simply walk the streets at times other than when you’re out. They’re the second shift. They punch the clock, signing on to work as we go to bed.

They come out in the darkness and, like roaches, scatter when an officer’s flashlight beam strikes their flesh. They crawl through windows to feast upon the property of others. They hunt and stalk prey, hoping to catch unsuspecting victims off-guard. They attack without warning. They beat and they steal and they bruise and they kill.

You may think your town is a card-carrying member of the Sweet-As-Apple-Pie Club, but the officers in your towns know differently. And even they, at times, are surprised by things they see out there in the darkness. Things that are sometimes the makings of a good nightmare.

It is the patrol officer who stands between us and them. That’s the line, our only line of defense against those things we don’t and/or choose not to see.

Josh Moulin serves as Senior Vice President and Deputy of Operations and Security Services (OSS) at CIS. In this role, Moulin provides executive leadership for OSS while focusing on the mission of improving the cybersecurity posture of state, local, tribal, and territorial government organizations. Moulin is responsible for planning, developing, and executing OSS products and services, some of which include the Multi-State Information Sharing and Analysis Center (MS-ISAC), the Elections Infrastructure Information Sharing and Analysis Center (EI-ISAC), US Cyber Challenge, security operations, incident response, and the cyber research program.

Moulin has been working in the cybersecurity field since 2004. Prior to CIS, he was an Executive Partner at Gartner where he advised senior executives in the U.S. federal civilian government and Department of Defense to shape organizational strategy, improve executive leadership, change culture, drive innovation, maintain information security and assurance, and implement technology using best practices and Gartner’s research. Before Gartner, Moulin spent five years at the Nevada National Security Site, part of the Department of Energy / National Nuclear Security Administration’s nuclear weapons enterprise. Moulin served in a variety of roles including as the Chief Information Security Officer and Chief Information Officer, responsible for all aspects of classified and unclassified IT and cybersecurity for this global national security organization.

Karmen is a native to the coast of North Carolina and is a Registered Nurse board-certified as a Sexual Assault Nurse Examiner for adult and adolescent populations as well as an appointed NC Medical Examiner for two counties. As a forensic nurse consultant, Karmen provides expertise in matters of sexual assault, domestic violence, child and elder abuse, and human trafficking. Karmen’s educational background includes graduating from East Carolina University in 2009 where she studied Anthropology and Forensic Science, an Associate Degree in Nursing from Carteret Community College in 2014, and a Bachelor of Science in Nursing from East Carolina University in 2020.

RJ Beam, Author and Forensics/Crime Scene Investigations Expert

RJ Beam has worked as both a police officer and firefighter. During his career he served as patrol supervisor, field training officer, evidence technician, firefighter II, fire department engineer, and fire/arson investigator. He is currently the Department Chair of the Forensic Science Program at a college in the U.S.

RJ Beam will present “Using 3D Laser Scanners and Drones to Document Crime Scenes.”

Cops: what's up with that look

Predatory animals watch and stalk their prey before moving in for the kill. They’re extremely patient, waiting for the perfect target—the weakest animal in the pack—because the battle is easier.

Criminals often exhibit similar behavior when interacting with law enforcement.  The cop who looks and acts weak—the meekest of the herd—often finds himself the target of all sorts of grief, from verbal abuse all the way to physical assault.

So what do cops do as a front line defense against all that unnecessary heartache? Well, for starters, they’re taught to have and demonstrate what’s known as Command Presence.

An officer who looks sharp, acts sharp, and is sharp, has an advantage over the officer who dresses sloppily and isn’t all that confident about their work. The latter are the officers who most often find themselves having the most difficulties on the street.

Command presence is all about being at the top of the game. Taking a few minutes to be sure your shoes, badge, and brass are polished goes a long way toward projecting a positive image. So does wearing a clean and neatly pressed uniform. And let’s don’t forget regular trips to the folks who cut hair for a living. The combination of these things help to make an officer look confident. Think about it … who would you trust more, the officer with the dirty, wrinkled clothing and shaggy hair, or the officer who looks fresh and sharp, stands straight and tall, and projects a solid air of authority?

Crooks size up officers the same way you do. However, they have other things in mind when they do. They, like animals culling the herd, watch, looking for the weaker officers, and those are the officers who’ll most likely be dealing with escape attempts, lies, and other criminal tricks.

Tips for developing a better command presence

  • Be professional at all times. And that includes updated training when available. A cop who knows his job inside-out projects more confidence. The same is true with physical training. Stay in shape and know, trust, and practice your defensive tactics.
  • Good posture is important. The officer who stands straight and tall has an advantage over the officer who slouches. Poor posture often comes across as weakness, especially when confronting an aggressive suspect.

  • Always make and maintain eye contact when speaking to someone.
  • Honesty and consistency are important traits. Bad guys will quickly learn that what you say is what you mean, each and every time.
  • Always treat everyone fairly and with dignity.
  • First impressions only come around once, so make it your best effort. If a suspect’s first impression of you is that you’re meek and weak, well, you can expect to have a rough day.
  • Size up everyone. Always be aware of who and what you’re dealing with, and stay one step ahead of the person in front of you. Remember, that person may want to kill you so be prepared to do what it takes to survive. Do this each and every time you come into contact with someone. No exceptions! You never know which person is the one who plans to do you harm.

Most importantly, believe in yourself. Have confidence in what you do and who you are. All the shoe-shining and training in the world will not help you if you’re playing make believe. The bad guys will see through that in a heartbeat.

Cops and Command Presence: What’s Up With That Look?

Remember, command presence is only the first step in the “stay safe” equation. Others include:

  • Be aware of your surroundings. What can the bad guy use as a weapon? Does he have a friend lurking in the shadows? Do YOU have an escape route, if needed?
  • Officers must be prepared, without hesitation, to do what it takes to control a situation. Many times, all that’s needed to gain and maintain control is verbal instruction, and it would be wonderful if a handful of nouns and verbs were the ultimate “fix-all” tools. However, we don’t live in an always-happy world filled only with glitter, delicious chocolate, and smile factories. So, unfortunately, use of force will come into play during an officer’s career … many times.
  • Never, ever, be in the position where you’re forced to react after-the-fact to a situation you weren’t prepared to handle. If the situation is one where you absolutely must place your hands on a suspect, then be prepared to see the arrest through until the suspect is in restraints and tucked safely away in the rear compartment of your patrol car.

  • When encountering a violent suspect, think ahead and be prepared to increase the level of force used to effectively make the arrest. The idea is not to injure anyone. Instead, the goal is to engage, arrest, and restrain without unnecessary harm to anyone. If the suspect chooses to fight until there is only one person left standing, then be certain that person is you.

  • Effective command presence leaves no doubt as to who’s in charge of the situation, even without speaking a single word.

So wear the badge proudly, stand tall, and do what it takes to come home at night.


By the way, civilians in authoritative positions should also exhibit a command presence, and many do so instinctively. Command presence also applies to public speakers, including writers when appearing at conferences and book signings and readings. One of the best in the business at the command presence game is author Lee Child. The moment Child enters a room you know he’s confident, poised, and in full control of each word spoken. He looks sharp, acts sharp, and, well, he is sharp. And it shows.

Another fantastic example of someone with fantastic command presence is author/former prosecutor Marcia Clark (yes, that Marcia Clark). Clark comes across as a take charge person, always in control no matter the situation.

Both Lee Child and Marcia Clark are confident in what they do, but their personalities are also warm enough to transform even the largest iceberg to a puddle, even at a homicide scene (shallow grave workshop at the 2012 Writers’ Police Academy).

So, you see, having command presence does not necessarily mean a person has to be tough and gruff, but can be when the situation calls for it.

After all, even the toughest of the tough have their tender moments.
